§ 14-20. Definitions.

  • The following words, terms and phrases, when used in this chapter, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:

    Civil emergency means the preparation for and the carrying out of all emergency functions, other than functions for which military forces are primarily responsible, to prevent, minimize and repair injury and damage resulting from disasters caused by enemy attack, sabotage or natural causes. These functions include, without limitation, firefighting services, police services, medical health services, rescue, engineering, air raid warning services, communications, radiological, chemical and other weapons defense, evacuations of persons from stricken areas, emergency welfare services, emergency transportation, existing or properly assigned functions of plant protection, temporary restoration of public utility services, and other functions related to civilian protection, together with all other activities necessary or incidental to preparation for and carrying out of the foregoing functions.

    Civil emergency declaration means an emergency declared by the governor under Minn. Stats. § 12.31, or an emergency proclaimed by the mayor under section 14-23.

    Civil emergency forces means any personnel employed by the city and any other volunteer or paid member of the local civil emergency agency engaged in carrying on civil emergency functions in accordance with the provisions of this chapter or any rule or order thereunder.
