§ 22-49. Declaration; purpose.

The city council finds and declares that citizens of the city should be able to enjoy on their properties a sense of well-being, tranquility and security; that the keeping of a disorderly house tends to cause emotional disturbances and distress to occupants of surrounding properties and visitors to such properties and tends to interfere with and obstruct their sense of well-being, tranquility and security.
