§ 22-299. Declaration; purpose.

  • The council finds and declares that citizens of this city should be able to enjoy on their properties a sense of well-being, tranquility and privacy; that picketing in front of or about dwellings causes emotional disturbance and distress to the occupants; that picketing tends to obstruct and interfere with the free use of public sidewalks and ways of travel; that picketing may result in obstruction and impairment of necessary and desirable public services and facilities; that, it is the purpose of this article, in order to promote the public health, safety and general welfare of the citizens of the city, to prohibit and regulate the practice of picketing in the manner set out.
