Any person may file an application with the clerk for the vacation of any street,
alley, public grounds, public way, utility easement or boulevard reserve, or any portion
of it. The application shall be on forms provided by the clerk and shall specifically
designate the street, alley, public grounds or public way, utility easement or boulevard
reserve, or any portion of it, proposed to be vacated. The application shall be accompanied
by the fee in the amount set forth in section 2-724. The applicant shall also submit a legal description and a scaled drawing showing
in full detail the area proposed to be vacated.
