§ 26-7. Regulation of speed.
(a)
Speed in alleys. No person shall drive a vehicle on any public alley at a speed greater than is reasonable and prudent under the circumstances, and in no event at a speed greater than ten miles per hour.
(b)
Unreasonable acceleration of motor vehicles. No person shall start or accelerate any motor vehicle with an unnecessary exhibition of speed or noise on any public or private roads, streets or highways within the city. Prima facie evidence of such unnecessary exhibition shall be:
(1)
Driving in excess of the posted speed limit;
(2)
Squealing or screeching sounds emitted by the tires;
(3)
Unnecessary skidding or sliding upon acceleration;
(4)
The throwing of sand or gravel by the tires of said vehicle; or
(5)
A combination of any of these.
