Within the floodplain districts established in this article, the use, size, type and
location of development must comply with the terms of this article and other applicable
regulations. In no cases shall floodplain development adversely affect the efficiency
or unduly restrict the capacity of the channels or floodways of any tributaries to
the main stream, drainage ditches, or any other drainage facilities or systems. All
uses not listed as permitted uses or conditional uses in divisions 4, 5 and 6 are
prohibited. In addition, critical facilities, as defined in section 36-779, are prohibited in all floodplain districts.
